It has been months since most of us have stepped out.
During those months anything disease wise that we may have been harboring have had time to manifest to the point that testing would pick them up. The whole "I was exposed on Saturday , was tested on the following Friday and was clean, but I have it anyway." thing is not a factor at this point. We could all use this to our advantage. If we all had a full panel test run before getting back into action, we could clean up many of the STI's that rear up now and again. Anytime between now and then would work. Sooner gives more time to clear anything up.
