A lot of boaters go out to Passage Key. There is a Facebook group for Passage key and if you post there, I am sure you would get an invitation on a boat to the Island.

There are no nude beaches on the West Coast of fl. Best bet would be to go to a resort such as Paradise Lakes or Lake Como in Lutz or Caliente in Land O Lakes. Both Caliente and Paradise Lakes are swinger friendly.
