| I think ALL member's should be able to cert as well. This way everyone can still get a good cert, even if all they can find is free members. Because some areas have more free members then paid members. Which doesn't allow the paid members to get certs. Because most of the time all you can find is free members in that area. |

Not exactly related to affiliates, but a quick answer to your question on why not allow ALL members to give certifications: what would prevent members from creating a couple free, fake profiles to certify themselves?
