And for good reason: The parent company under which Kearney works, Orlando-based Darden Restaurants -- which owns the Red Lobster and Olive Garden chains -- has already started experimenting with employing more part-timers, with an eye toward health care reform's looming requirements. "They're ahead of the curve," said the 40-year-old Kearney. With health care reform set to forever change businesses' health care obligations to their employees, health care experts say there's legitimate concern that the 30-hour bar set by the law will end up encouraging businesses to cut workers' hours, exacerbating the post-recession growth of part-time, unreliable work. Such cuts are probably more likely to hit workers in the restaurant and retail industries, where low pay and irregular schedules are already common and managers are always looking for ways to further shave labor costs. So-called "underemployment" is already a widespread problem in the weak economy, with many workers unable to get the hours they need to get by. According to an analysis by the Employee Benefit Research Institute (EBRI), the percentage of workers clocking in on a part-time basis grew from 17 percent in 2007 to 22 percent in 2011. Only 28 percent of companies that offer health benefits make them available to part-time employees, according to the Henry J. Kaiser Family Foundation. "The percentage of part-time workers has been increasing for the past four or five years, and that’s happening because of business conditions," said Paul Fronstin, a researcher at EBRI, a nonprofit that tracks trends in workplace benefits. "That's something that may happen anyway, even independent of the Affordable Care Act. Or maybe the Affordable Care Act will cause it to happen even more." If employers try to duck their obligations by shifting to part-timers, many low-wage earners could find the president's signature first-term legislation to be a mixed blessing. Many restaurant workers may enjoy health coverage for the first time in their careers, but due to the 30-hour cutoff, in many cases that coverage will come no thanks to the employer. Workers not covered by their employers probably will be able to find affordable health insurance on the new "exchange" marketplaces established by the law. People who earn up to four times the federal poverty level, which is $44,680 in 2012, would qualify for tax credits to defray the cost of health insurance. Workers with incomes up to 133 percent poverty, which is $14,856 this year, would qualify for free coverage on Medicaid if they live in a state that takes up an optional expansion of the program. The law's individual mandate will require most people to choose an option or face a tax penalty. Hourly workers like Kearney may see less income but would gain affordable health coverage that would protect them against high medical bills and crushing debts."

Normally in a all full time employee business to keep a business flowing there needs to be one or more employees there for a sick employee. Then there are mothers who can't work full time, senior citizens that cannot work full time either. Her employees are college students, mothers, and senior citizens. Most of them do not want full time, and because of benefits they actually cost more than a full time employee. With rising benefit costs something is going to have to give. Either dropping benefits on part time employees or getting rid of them. She has already gave them a heads up, and told them who is responsible~~OBAMA! She already let one part timer go that was not a optimal employee(PITA).

User Details are only visible to members.	My wife offers part time employees health insurance after one year on the job. Good for her, she is the exception to the rule. There are a number of other reasons why service industries hire part time vs full time. Must of their employees are high school kids,college kids, and single moms. They tend to not be the most dependable employees. Also a 4 hour shift gets no paid break, part timers get no sick days, no paid vacation,no unemployment if fired,no 401 ect.

Of course with increasing employer premiums that may have to be evaluated as cost effective. She may have to fire half of her part time, and make the other half full time." Unless your wifes income from this business is = to the lowest paid employee... Go right on ahead. More jobless people = more desperate people... which means that they are with their hands out to the government... This builds a bigger, stronger central government which will only go around and tax you even more for the money needed to both fund the welfare programs and provide some resources to the newly unemployed. And you wonder why so many are on one government provided service or another? For demenstration. If the cost of the program (salary of government employees, building cost, ect...) Is 30% of the tax money alocated to the program... Then the other 70% is given to the recipients... for every 1 dollar the government must tax you to give 1 dollar to the recipients. Then that is a 30% loss of your tax money that is being taken for the reason of providing something to the masses. Would it not be better if all of you business men pulled up your big boy pants and decided instead of the government taxing you more than what they give to the people you put out of work... you chose to take a short term loss and employ people and give the government no excuse to tax you as much? Thus fewer welfare workers are needed to give out welfare to a smaller number of recipients and the less that is needed to tax... Oh and the stronger your claims of a capitalist system working would be. Or you can do what you have been doing for the last 80 years... cutting people, seeing people as a product and not a person. Thus the government taking your tax money and redistributing it to the people and taking us down the road to socialism or communism if you do not steer this boat away from the ice berg. The ship has been in your hands this entire time... but as a collective whole, you have chosen to walk away from the wheel and beat the people shoveling coal into the burner... rather than steering this ship. So once things are beyond the ability to regain control of this ship... I do not want you to cry that the US has turned into Europe, I want you to look in the mirror and say "I turned the US into Europe."
