User Details are only visible to members.	Three more facts you left out concerning the Lifeline free cell phone program: 1. The cost of the program increased over 115 percent from 2008 to 2011. 2. An Audit in 2011 found over 265,000 Lifeline customers had two or more carriers. 3. My carrier (Verizon) charges its paying customers a surcharge for the service, which it passes on to the Universal Service Fund. I guess I should add that I am not a non for profit entity.

User Details are only visible to members.	and btw, that is the same Reagan administration that signed into law the earned income tax credit which is a primary driver for whatever % of people not paying federal income taxes. At the signing Mr. Reagan hailed the bill as it would "literally remove millions of working poor from the federal income tax rolls". Reagan's words, not mine!

"Since 2009, there has been an urban myth that Obama created a program to provide free phones to low-income Americans at taxpayer expense. There is, in fact, a government program that will provide low-income people with a free or low cost cell phone. It was started in 2008 under George W. Bush. The idea of providing low-income individuals with subsidized phone service was originated in the Reagan administration following the break-up of AT&T in 1984. (It was expanded and formalized by the Telecommunications Act of 1996.) The program is paid for by telecommunications companies through an independent non-profit, not through tax revenue."
