Who, the victims? Some do, some do not. You are not required to have flood insurance in order to get a mortgage. UNLESS, you are in a flood zone. In NYC and NJ, it's known as zone 1. Those with NO insurance who were not in zone 1 and were impacted, received aid from FEMA (if they applied). Those who had insurance ALSO received aid from FEMA (usually whatever the flood insurance didn't cover). Flood insurance is underwritten by FEMA :).

Huge? not sure, but it was a topic for sure. FEMA is one of the most mismanaged government organizations. It has been dismantled in the past and ire-organized. But it is still heavily mismanaged, and I fully support doing away with it.

No one. Neither you, nor I should be paying for people who should be taking care of themselves. Disasters happen, every day. Preparedness is the answer.

FEMA's main reason for existence is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. It is not to make places like NOLA look like it did prior to the disaster.
