Well, that is the extremest way to put something. Horse thievery would not result in life in prison or the death penalty. We have different levels of punishment like any other judicial system....Fines, probation, and community service on up the line.

So you are saying that the Native American justice system is allowed to issue any punishment for anything that is a crime in the reservations that the overseeing parties and deciders decide upon?

So horse thievery may result in the death penalty? Or life in prison?

The laws and regulations are purely to clarify the relationship between the federal, state, and tribal governments.

The laws and regulations are from meetings and agreements, debates and votes. There is no forcing. That is the way we have always done it. A great meeting of the spirits, in a native way of putting it. It is and always has been Sovereignty. Here...this might help

2. Royal rank, authority, or power.
3. Complete independence and self-government.

Ok, so the Native American legal culture is being forced to obey American law, culture, and values.

What has been the determination of the Native Americans about what do they want exactly?

Do their young want what the rest of the US has? flashy phones, computers, connectivity with the outside world?
