The last two years of Clinton's term under a Republican controlled Congress, annual spending increased in the neighborhood of 5 %. I guess you forgot that it was Al Gore who wanted to lock Social Security surpluses away from being used for other programs, and George Bush who scoffed at that (joined by Saturday Night Live laughing at the way Gore kept referring to his lockbox proposal).
