BEIJING (Reuters) - Chinese President Hu Jintao has called on the military to improve its ability to "win high-tech regional wars," state media said on Monday, less than two weeks before arch rival Taiwan heads to the polls.

ADVERTISEMENT "We must intensify our effort to strengthen national defense and step up army building while going all out for economic, political, cultural and social development," the official Xinhua news agency quoted Hu as telling military officers.

"We must aim at improving the capability to win high-tech regional wars and keep enhancing the ability of the military to respond to security threats and accomplish a diverse array of military tasks," Hu said, speaking on the sidelines of the annual meeting of parliament.

The report made no mention of Taiwan, the self-ruled island China regards as its own and which Chinese officials have never renounced the use of force to bring under Beijing's control.

Taiwan goes to the polls on March 22 to choose a new president to replace Chen Shui-bian, whose pro-independence sympathies have angered China.

China's response to the election campaign has been relatively muted, compared with 1996 when it lobbed missiles into the Taiwan Strait in an attempt to scare people into not voting for Lee Teng-hui, who it suspected of having a pro-independence agenda.

Lee won in a landslide.

Hu added that "the modernization of the armed forces should be aimed at combat readiness, and military training should be conditioned to the age of information technology," Xinhua paraphrased him as saying.

"We should step up the establishment and improvement

I have friends in the Republic of China (Taiwan) armed forces, and have God-children there. When, not if, the PRC invades, millions will die. The brave people of Taiwan are facing a terrible menace across the straits. If the democrats go in, I and my friends fear for the worst. The PRC knows that Hillary nor Obama will do anything to defend our ally Taiwan. We stabbed Chiang in the back when we did not give him the 3 nukes he asked for in 1946-47(thanks Truman), and then again in 1972 when we cut formal relations with the ROC for the PRC. But, even after all of that, the people of Taiwan still consider us their best friend.

U.S. cites China for repression, torture State Dept. report says Olympic host has poor record on human rights WASHINGTON - China, host of the summer Olympics, is an authoritarian nation that denies its people basic human rights and freedoms, harasses journalists and foreign aid workers and tortures prisoners, the United States charged Tuesday.

China is still among the world's human rights abusers despite rapid economic growth that has transformed large parts of Chinese society, the State Department said in an annual accounting of human rights practices around the world.

Portions of the report were obtained by The Associated Press ahead of its release Tuesday. The report gives a chilling account of alleged torture in China, including the use of electric shocks, beatings, shackles, and other forms of abuse. It includes an account of a prisoner strapped to a "tiger bench," as device that forces the legs to bend sometimes until they break.

Funny thing about the U.S and torture, we're probably the worst at it. Other countries including our allies don't focus so much of human rights and civil liberties for it's citizens, why the fuck should they care about terrorists? Those ungrateful fuckers should be happy they are not in a Russian prison or even a French or English facility. I imagine that they would get medieval on their asses. We just waterboard and play bad 80's rock real loud..............
