All you can do is make it more fair, make things safer. The way you do that isn't by banning things, it isn't by taking things from people who are mentally fit to have them. It is through education, building self worth in those who have none and to build a community up from the abyss which it has fallen into. This will not be easy, it will not be done quickly and it will be expensive. This is why the conservatives are against it. They don't want to pay for a civilized world to live in, they would rather a totally dog eat dog world.
