Church and state ought remain seprete... Official government identification ought follow this rule.

That said, I no reason why they cannot make a bumper sticker and tack that onto their bumpers, next to or above the plate, much less those rings that go around the plate. They typically tell you what dealer sold the car, so why not a personalized ring with the slogan?

A federal appeals court has ruled that part of North Carolina's vanity license plate law is unconstitutional. The law allowed the sale of tags that promoted a "Choose Life" message, the profits from which went to a Catholic group. It provided for no alternative pro-choice message. 

The case was decided almost entirely on freedom-of-speech grounds, with barely a whisper about the constitutional prohibition against establishment of religion. I don't recommend anyone reading the mind-numbing idiocy in this thread, but buried in it is an argument I had with some deluded dimwit about this very issue. This recent case is more evidence (as if it were needed) that he was clueless about these issues, even as he claimed to be "schooling" me on them. Funny stuff.
