So this same post on facebook generated two hypotheses. Both have merit:

1. It begins with air trapped between the bag and the can and first fills with very loosely packed stuff, making it seem full quite soon. As people fill it more they keep packing it in until it's eventually "really full".

2. People see an empty can and are inspired to clean up and throw things away. They were avoiding this when they knew the can was full.

I understand. But she cites a demographics document from the City of Manassas which gives the following numbers for 2015:

White 71.4%

Black 14.3%

Indian/Alaska 0.3%

Asian 5.2%

Hawaiian/Islander 0.1%

Other 4.4%

Two or more 4.2%

Then, a separate table:

Hispanic/Latino: 32.9%.

Someone in this self-styled role ought to know better.

BTW, Manassas is 42.8% White and 34.7% Hispanic in 2015. If you cut the pie that way...
