TOPIC: How does Rate Me work

When viewing up and coming events, in a column slightly right of center, there is a star and the words "Rate Me". When I click it there appears a page of buttons for me to check and then "Submit". However there doesn't seem to be any way for me to review the ratings of others. Slightly right of that column there is a number such as 0 or 3 or 8. What is that number?
