If you happen to be one of the few females that can actually gain muscle easily, you may make your arm actually bigger, and still have the fat, by lifting weights. Lifting weights will do nothing for the fat on top of the muscle, other than burning a few extra calories while you are lifting weights. If you hate cardio and dieting, perhaps reach a compromise. For instance, only do 15 minutes of something that keeps your heart beating fast enough that you breathing thru your nose, isn't quite giving you enough air. You have to suck in air thru your mouth. Combine that lil bit of cardio with modifiying something in your diet. If you drink sugar sodas and whole milk. Swear them off and switch to diet soda and skim milk. If you go overboard on the cardio OR the diet thing, most people can't sustain living like that very long and quit it all. So make a game out of it. If you blow off a cardio session, then your punishment is NO sugar at all the next day. Once you lose most of the fat, THEN is where you would be able to see results if you trained with weights.

I agree that you have to lose weight and gain muscle all over. You can work an area but you don't really spot reduce. When you lift weights you get the benefits all over, especially when you work large muscles like quads. If you are going to work the back of your arms be sure to work the front too. They truly go together.
